Say what?! Since when is it the "American people's money?" This is but a glimpse inside the mind of a liberal. All of the money belongs to the government (when they say "the people's" that is what they are referring to), and you are allowed to keep only as much as they think is reasonable, based on their needs, their requirements of that money and their intended uses of that money. It means nothing to them that you worked hard and earned that money, it is merely on loan from the government until such time as they feel it necessary to take it from you and give it to someone else.
Remember Obama's own words - "at a certain point you've made enough money." They want to decide how much is enough, not you.
